Senator Frank Church presented the opening statement on the June 10, 1977 hearing concerning the Nuclear Non-Proliferation Policy Act of 1977, S.1432. S.1432 is designed to establish a nonproliferation framework with specific objectives established for the ERDA nuclear energy programs. The ERDA authorization bill is the budgetary vehicle to implement these objectives. The Committee on Energy and Natural Resources obtained joint referral of certain portions of the Nuclear Non-Proliferation Act to insure that nonproliferation policy is implemented in a manner consistent with the policy of having sufficent energy for this country and foreign countries in the future. Additionally, the Subcommittee on Energy Research and Development must examine the cost and the consequences of various initiatives before they are implemented. For example, the proposal to guarantee uranium enrichment services for foreign nations poses specific requirements on ERDA to expand considerably our enrichment capacity by the year 2000. Without reprocessing, it is expected that spent fuel rods from abroad will be returned to this country for storage with attendant costs and siting decisions. Also, international fuel cycle evaluation programs must be carefully examined to insure that all options, including regional fuel cycle centers with international controls and inspection, are considered in seeking international approaches to the nonproliferation objectives. It is these and related questions to which the subcommittee seeks answers. The hearings on September 13 and 14 focused on S.897, a bill to strengthen U.S. policies on nonproliferation and to reorganize certain export functions of the Federal government to promote more efficient administration of such functions. Statements were presented by experts in government, private firms, and industrial sectors. (MCW)
