The Panel recommends the following major roles and missions for the laboratories: Perform the Department's national trust fundamental research missions in the physical sciences, including high energy and nuclear physics, and the radiobiological sciences including nuclear medicine; sustain scientific staff core capabilities and specialized research facilities for laboratory research purposes and for use by other federal agencies and the private sector; perform independent scientific and technical assessment or verification studies required by the Department; and perform generic research and development where it is judged to be in the public interest or where for economic or technical reasons industry does not choose to support it. The Panel recommends that a high level official, such as a Deputy Under Secretary, be appointed to serve as Chief Laboratory Executive with authority to help determine and defend the research and development budget, to allocate resources, to decide where work is to be done, and to assess periodically laboratory performance. The Panel recommends actions to increase the usefulness of the laboratories and to promote technology transfer to the private sector.
