Drafting a solar access ordinance: one city's experience

The process by which the community of Boulder, Colorado drafted a solar access ordinance is described. The need for an ordinance; protection for neighbors and community; provisions to be written into the ordinance; vegetation control; the permit process; and specific requirements for new subdivisions are discussed. The proposed ordinance is given in an appendix. It is noted that the Boulder City Council gave prelimianry approval to the ordinance on May 18, 1982. (MCW)
