This document is a user's guide to Version 1.1 of the Load Management Strategy Testing Model (LMSTM). It is intended for both readers who wish to run the computer program as well as readers who wish to simply get an overview of the model and explanations about its output reports. The manual describes LMSTM's general structure and primary algorithms. It describes the model's output reports and input requirements and provides hints on the model's operation on a computer and its application in utility planning. The manual is accompanied by a Quick Guide to the LMSTM input set, which intended for use at a computer terminal.
