Procedures are described for compiling the complete comprehensive emission inventory of the criteria pollutants and pollutant sources. These procedures described are for use in the air quality management programs of state and local air pollution control agencies. Basic emission inventory elements--planning, data collection, emission estimates, inventory file formatting, reporting and maintenance--are described. Prescribed methods are presented; optional methods are provided. The procedures are presented in five (5) volumes: Emission Inventory Fundamentals, Point Sources, Area Sources, Mobile Sources, and Bibliography.
