The budget estimate for the design and construction of a used lube oil re-refining plant using the BERC process is contained in this report. Based upon current economic conditions, the following would apply for a 10-million-gallon-per-year plant: the total capital requirements would be approximately $3 million. The total manufacturing cost would be $0.42 per gallon. The cash flow return on investment before taxes would be approximately 58%.
