The economic consequences of excess generating capacity - when it exists and if it exists - are the subject of the article, whose origin was a talk given by the author at the 1982 Iowa State University Annual Regulatory Conference at Ames, Iowa. It emphasizes that utilities should not be penalized for decisions to add capacity on the basis of the best available facts, especially if customers will benefit in the long run.
