Worldwide efforts to downsize the military infrastructure have focused attention on a dangerous and challenging site-contamination problem: unexploded ordnance (UXO) and chemical warfare materials (CWM). As a legacy of more than 50 years of manufacturing, testing and storage activities throughout the US and abroad, the US Dept. of Defense now faces the task of cleaning up sites littered with UXO containing either conventional high explosives (HE) or chemicals. In the US, the Base Realignment and Closure Act (BRAC) requires that formerly used military sites be cleaned up before they are released for civilian development. BRAC sites must be cleaned to the standards of the local, state and federal environmental regulations.
