Con Ed sues to halt N. Y. cogeneration project

Developers of New York City's first investor-owned commercial building that will generate its own steam and electricity may be stopped by a court injunction if a Consolidated Edison suit is successful. Con Ed, on the grounds that the cogeneration project will exceed Federal pollution standards, wants to force the developers to get an Environmental Protection Agency permit. This is the latest in a successful series of moves by Con Ed to obstruct cogeneration in the city. Brooklyn Union Gas Co., on the other hand, has actively promoted the concept and has been in conflict with Con Ed in an effort to obtain new gas rates that will encourage cogeneration. Con Ed's policy statements claim to oppose mainly oil-fired cogeneration because of pollution, revenue loss, and the need to reduce oil imports. A report prepared for the Mayor refutes some of Con Ed's claims and supports others. New York could lose industry if it does not support cogeneration.
