High {Tc} superconducting YBa{sub 2}Cu{sub 4}O{sub 8} was successfully synthesized via a modified citrate gel process at one atmosphere oxygen pressure. The resulting material had a stable and reproducible superconducting transition temperature around 80 K, confirmed by both resistivity and magnetic measurements. This technique can be employed in a large-scale preparation of the YBa{sub 2}Cu{sub 4}O{sub 8} powders.
