The report provides a comprehensive, in-depth assessment of the energy policies of New Zealand including recommendations on future policy developments. The report highlights the impressive progress in developing market-oriented energy policies in New Zealand within the context of broader economic and institutional reforms. Restructuring of the electricity industry and initial steps towards opening up the gas sector to competition building on earlier ground-breaking structural reforms in the energy sector, including energy price deregulation, privatization, and the lifting of trade restrictions. There are already signs that the energy sector reforms so far implemented are bearing fruit, in the form of increased efficiency, lower costs, and enhanced consumer choice and service. The government will need to address concerns about certain aspects of the way in which the restructured electricity industry will operate, the development of competition in the gas sector, and the implications of rising energy consumption for greenhouse gas emissions.
