This book by Georgetown's Center for Strategic and International Studies is the only dispassionate treatment of the phenomenon which has caused Congress to confront more than two dozen freeze resolutions during the last two or three years. Taylor and Cole also contend ably with related arms control considerations, such as the role of the Church and of the domestic politics of the NATO allies. The eight authors reflect a variety of political perspectives and degrees of technical expertise. But each contribution is accessible and instructive.
