Between October 1, 1984 and December 31, 1985, B and M Technological Services, Inc. (B and M), under contract to the US Department of Energy, Boston Support Office (DOE/BSO), provided support services in conjunction with the Institutional Conservation Program (ICP). The ICP is a grant program for the states and certain eligible institutions (primarily schools and hospitals) to assist in administering and funding energy conservation projects. These projects range from studies of building energy use conducted by engineers and architects, termed technical assistance reports, to actual acquisition and installation of equipment and materials to improve the efficiency of energy use in selected buildings. B and M was retained by the DOE/BSO to assist in the evaluation of grantee performance in achieving project objectives. Such periodic performance assessments are required under the statute which established the program and in the regulations which govern its operation. This document represents the final report on compliance monitoring of ICP grants under two separate contracts. It incorporates the findings of previous progress and other reports submitted under the contracts.
