SESCO challenges puget power
Masspower, a Massachusetts-based joint venture company, successfully convinced the Massachusetts Department of Public Utilities to force Western Massachusetts Electric Co. to reinstate its project proposal under a bidding program in March. A little more than a week later, another Massachusetts-based firm, SESCO Inc., asked the Washington State Utilities and Transportation Commission (UTC) to force reinstatement of that company's bid in Puget Sound Power Light Company's request for proposals (RFP) program. SESCO Inc., a developer of demand-side management systems, has asked the UTC to overturn Puget Power's rejection of the company's 3.4 MW residential conservation program. In January 1990, Puget rejected a SESCO request to reconsider, saying the UTC allowed Puget to reject residential projects. The RFP was very specific in requesting industrial and commercial DSM (demand side management) projects. The UTC approved those specifications. Now, the commission will have to decide whether SESCO's complaint has merit.
