More states eye time-of-day rates

States investigating electricity rates structures are expected to look seriously at time-of-day (TOD) rates. Large users have been the first to get TOD rates, according to a report by the Electricity Consumers Resource Council (ELCON), which has examined a range of rate initiatives. ELCON has identified the impacts that medium and large electricity users will feel from such rate designs as marginal-cost pricing, TOD, declining blocks, flattening rates, and lifeline rates. A state-by-state profile summarizes the rate-design efforts in each.
