Management of the uranium mill tailings remedial action program

Where review of implementation actions under the 1978 Uranium Mill Tailings Radiation Control Act showed an excessive cost for small benefit to the public health and showed excessive concern with document preparation, the IG restated program objectives as the Cost Reduction Study; the development of a new, lower, comprehensive cost estimate; the assignment of additional staff to the UMTRA Project Office; and the agreement to monitor the adequacy of the staffing level. Recommendations were given to use EPA's supplemental standards when the cost is clearly unreasonably high compared with the benefits; to select and use the most cost-effective option that meets the EPA standards, with selected consideration for the use of sealants, filtration, and ventilation devices in appropriate circumstances; to rank and select sites and vicinity properties for remedial action according to true public health risks only. Higher risk properties should receive first remedial action. Corrective actions are reported. (PSB)
