AEP load-management test program. [Conference paper]

Load management of air conditioners and space heaters is possible by remotely switching off the cooling or heating units without adversely affecting customer comfort. However, this does not necessarily mean that it is feasible to implement a program of this kind on a systemwide basis. In order to evaluate that aspect, all costs must be considered - metering control, administration and customer recruitment - and compared with the benefits to be realized - deferred capacity additions and improved system reliability. While it may not be possible to know exactly what the crucial hours will be on any given day, historical data may be used to formulate a probabilistic model that should permit a strategy to be determined. Based on the load-shed potential outlined and the costs associated with a load control system, an evaluation is now in progress to determine the feasibility and benefits of space heater and air conditioner load management on the American Electric Power (AEP) System. 12 figures.
