Among the safety recommendations issued by the U.S. National Transportation Safety Board (NTSB) are those addressed to the Research and Special Programs Administration of U.S. Department of Transportation, the U.S. Coast Guard, and Columbia LNG Corp., following a 10/6/79 explosion, which killed a Columbia LNG employee, seriously injured another, and destroyed a transformer building at the company's Cove Point, Maryland, reception facility. Odorless LNG leaked through an inadequately tightened LNG pipeline pump seal, vaporized, passed through an underground electrical conduit, and entered the substation. The NTSB recommends, among others, that the federal agencies require the installation of effective means for detecting LNG vapors and alerting personnel, and conducting periodic fire and emergency drills at LNG reception facilities; and that Columbia LNG comply with these and other safety measures.
