Measuring customer preferences for load management service options

This paper illustrates the application of consumer research tools to the measurement of customer preferences for load management service options. The key problem is determining the extent to which customers are interested in such options and the tradeoffs they are willing to make between the conveniences of electric service and its cost. The principal methodological tool is a form of tradeoff analysis (conjoint analysis). It estimates consumer preference functions for multiattribute products and services. By understanding these preferences, planners will be in a position to design programs that meet the needs of consumers, while being consistent with the utility's costs and capability to deliver.
