Management of the ten-megawatt solar-thermal central-receiver pilot-plant project

This report deals with inspection (between April and May 1979) of the Ten-Megawatt Solar-Thermal Central-Receiver Pilot-Plant Project being constructed in Barstow, California by the Department of Energy (DOE) and a utility consortium. At the time of inspection the project was behind schedule and over its projected cost. The project was subsequently rescheduled for initial operation by June 1982 at an estimated cost of $139.5 million. Recommendations are included relative to: better utilization of DOE resources; modified date for initial operation; and initiation of independent management audits.
