The Material Control and Material Accounting Task Force defined the roles, objectives, and goals of material control and material accounting within the domestic Safeguards Program for licensed strategic special nuclear material (SSNM). The Task Force then assessed current regulations and practices vis a vis the proposed goals. Based on that assessment, the Task Force developed a proposed program for the future. In addition to the Executive Summary, the report consists of four volumes. Volume I is a more detailed summary of the report; Volume II contains four chapters, which establish the structure for the Task Force analysis, define specific goals, and assess the current program; Volume III presents a program for the future including regulatory upgrades, NRC program actions, and specific recommendations for certain key issues associated with material control and material accounting. Volume IV consists of five appendices that address selected topics in detail.
