Planning an effective leakage survey

Southern Indiana Gas and Electric Co. greatly improved the effectiveness of its annual winter leakage survey, covering service entrances, meter sets, service lines, and mains in business districts, areas of high-occupancy buildings, built-up residential areas where continuous pavement exists, and other areas designated by the Public Service Commission of Indiana and the Office of Pipeline Safety. The consultant's survey team had previously not been provided with sufficient information with regard to each building in the survey area. To solve the many problems associated with the survey, SIGECO sent out 2 assistant engineers to cover the entire service area, determining which buildings would be surveyed and recording information on street address, name of business, gas meter location, and special instructions. In each area the buildings were routed for the most efficient use of the survey crew's time. As a result, the number of buildings surveyed increased from 858 in 1969 to 1307 in 1974, the number of buildings found locked decreased from 275 (32%) to 169 (12.9%), the buildings/day surveyed increased from 27.8 to 47.2, and the survey cost/building was reduced from $2.85 to $2.09.
