FERC (US Federal Energy Regulatory Commission) okays sales from ($1.5 Billion Beulah, Mercer County,) N.D., Coal-Gas Plant with the conditions that initial rate of return on equity for the project be reduced to 13 from 15% costs of the project will be passed through to consumers of the five pipeline companies through ''roll in''; and the project will be treated as a research and development facility (meaning it will not be forced to use standard financing and tariff arrangements). The coal gas plant will be built and operated by ANG Coal Gasification Co., an affiliate of Michigan Wisconsin Pipe Line Co., as is American Natural Resources Co., the lead company in the project. When completed in 1983, the plant will supply gas to 15 million customers in 30 states at $4.50/1000 cu ft in current dollars, about four times the current natural gas prices.
