In the testimony, NIOSH supported the efforts of the Mine Safety and Health Administration to modify current rulings affecting the use of conveyor belting in mines. NIOSH recommends that the ruling be expanded to direct that whenever possible power switches and hazardous energy sources be locked out and tagged out when repairs, maintenance or modification of the machinery make it possible for injuries to occur to the miners if the machinery were to be turned on. The published Guidelines for controlling hazardous energy during maintenance and servicing, and NIOSH comments on locking and tagging of hazardous energy sources were also submitted.
