Senator Gary Hart opened a two-day hearing on the adequacy of international safeguards by recommending the suspension of nuclear exports to non-nuclear-weapons countries as a prudent and justifiable step in preventing further proliferation. He also recommended an international agreement among nuclear suppliers to follow suit, adequate safeguards as a licensing criterion of the Nuclear Regulatory Commission, the establishment of a new independent international agency for safeguarding nuclear facilities that would not have the conflict-of-interest problem of promoting civilian uses, and a public disclosure of the adequacy of safeguards. Representatives from the International Atomic Energy Agency (IAEA) described its mission and operations. Eugene Rostow of the Arms Control and Disarmament Agency and Nunzio Pallodino of the NRC each stressed the value of safeguards and the importance of international cooperation before outlining possible steps to enhance their effectiveness.
