Study of emission control strategies for Pennsylvania: Emission reduction from mobile sources, cost effectiveness, and economic impacts. Final report
Regional air quality modeling studies conducted by the Ozone Transport Commission indicate that implementing only the mandatory emission control measures of the 1990 Clean Air Act Amendments (CAAA) will not be sufficient to allow the Ozone Transport Region (OTR) to achieve and maintain ozone standards. In this study, a comprehensive emission inventory analysis and a regional economic simulation have provided the Pennsylvania LEV Commission with necessary information regarding potential impacts of discretionary emission control programs. Measures that the study has examined include an Enhanced I/M Program that will take place in twenty-five counties beginning in 1995, Stage II vapor recovery controls (for five counties), Federal Tier I cars mandated for model year 1994, Federal Reformulated Gasoline (Federal Phase I RFG and Federal Phase II RFG have been mandated for Pennsylvania starting in 1995 and 2000, respectively), California Phase II fuel, the California LEV Program, a California LEV program modified to reflect the possible exclusion of electric vehicles, and various combinations of these measures. PTI researchers have been able to predict economic impacts in employment and monetary terms using the REMI model as well as provide cost-effectiveness for selected strategies based on cost ranges from private industry.
