Illinois and Kentucky receive the consent of Congress for a regional compact to manage low-level radioactive wastes. The compact recognizes the advantages of regional management and a cooperative effort in limiting the number of facilities, encouraging volume reduction, and distributing the costs and responsibilities among the party members. Articles I and II state the purpose and define the terms used in the bill. Article III describes the regional commission that will administer the compact; Article IV, the regional management plan for ensuring public safety; Article V, each participating state's rights and obligations; Article VI, the procedure for becoming a host state and operating a facility. Other articles describe regulations, procedures for withdrawal from or terminating the compact, and penalties.
