The increased coal traffic on barge and rail network will require an increase in the availability of barge and rail equipment. The industry can readily accommodate this need. With current manufacturing facilities, 40 towboats, 1,400 barges, 2,000 locomotives, and 20,000 hopper/gondola cars can be produced each year. The equipment is available; congestion is the problem. One method of alleviating the congestion would be to increase utilization of coastwise traffic. A number of current transportation problems may be alleviated in the near future as government forces come into play. Rail rates may become more competitive as the Interstate Commerce Commission deregulates the industry. In addition, deregulation will make abandonment of unprofitable routes easier. 43 refs.
