Overview of economic and regulatory issues affecting coal supply and demand

It is contended that coal price outlook is one of comparative stability. The main uncertainty and upward pressure lies in transportation costs. Future costs will be determined by following legislative and regulatory issues: revision of Clean Air Act; implementation of rail deregulation; regulatory reform efforts; coal slurry pipeline legislation. Natural gas deregulation is important in determining terms of competition and thus demand for coal, but it would have no effect on the price of coal.
