Energy polities: better to do than to be done to

The politics of energy recognizes the energy implications of food, physical comfort, jobs, transportation, as well as the negative features of environmental degradation, resource depletion, illogical growth, economic restructuring, and a general decline in the quality of life. Those dealing with the politics of energy do so with more skill and emotion than the engineers who deal only with energy as a technical problem. The consequences of politicizing energy may result in electric power shortages in the 1980s. While recommending that industry take the political initiative, the author cautions against confusing perception with fact and endorses advocacy of a sound public policy and positive alternatives. Union Carbide has been preparing to participate in policy decision making on the basis of public opinion research and public affairs activities. This experience forms the basis of a report and the impetus for better communication with Washington. (DCK)
