In this paper, a maximum-likelihood analysis is used to compare maps of the H I and (C-12)O interstellar gas in the Cepheus Flare region to COS B gamma-ray data for these clouds. The results imply a value of (2.3 + or - 1.2) x 10 to the 20th mol/sq cm/K/km-s for the N(H2)/W(CO) ratio in the Cepheus molecular complex. The presence of a significant pointlike excess which stands above the diffuse gamma radiation at l = 111 deg, b = 19.8 deg is demonstrated. The excess may correspond to a new, bright, and extremely soft gamma-ray source. 32 refs.
