The possibility of independent inclusion of the rho meson in the description of ..pi pi.. scattering is considered in a theory with broken chiral symmetry. It is shown that the rho meson gives a large contribution to the p-wave scattering length a/sup 1//sub 1/, which is found to have the value a/sup 1//sub 1/ = 0.068 +- 0.001. This value agrees with the result of extrapolation to threshold of the expression for the pion form factor with allowance for contributions from the resonances rho, rho', and ..omega... A good description of the s- and p-wave phase shifts for ..pi pi.. scattering is obtained in the range of energies from threshold to approx.800 MeV. The semiphenomenological predictions a/sup 0//sub 0/ = 0.19 +- 0.02 and a/sup 2//sub 0/ = -0.024 +- 0.004 are obtained for the s-wave scattering lengths. Allowance for the single-loop diagram leads to an increase in a/sup 0//sub 0/ by 20% and a decrease in a/sup 2//sub 0/ by a factor 2 with respect to the Born (Weinberg) values of these scattering lengths.
