Savannah River Laboratory Oil Test Site: Environmental information document

The Savannah River Laboratory (SRL) Oil Test Site is located approximately 600 m south of the Central Shops complex at the Savannah River Plant (SRP). This site was used to study the biodegradation of machine cutting oil with a viscosity similar to a heavy automotive engine oil. The SRL biodegradation study involved a total of 9960 L of waste oil, which was spread over 12 test plots, with the test plots composing a total area of 475 m/sup 2/. The oil was applied in 1975. In 1976, two additional plots were used to dispose of hydraulic fluid and paint thinner. A total of 7300 L of these materials was spread over an area of 400 m/sup 2/ on these plots. Soil tests conducted between 1975 and 1980 indicated that the waste oil had not migrated below 30 cm from ground surface. Nearly 50% of the oil was lost to volatilization and biodegradation after two years. Groundwater at the SRL Oil Test Site has not been evaluated. The closure options considered for the site are waste removal and closure, no waste removal and closure, and no action. No human health risk calculations were performed for this site because there were no materials disposed at this site that were identified as presenting a health or environmental risk. A cost estimate for each closure option was prepared. The cost analysis shows that the removal of surface soils from the SRL Oil Test Site and disposal in the SRP Sanitary Landfill is less expensive than clay capping and monitoring for 30 years (by 10X) and no action with monitoring for 30 years (by 4X).
