On the basis of the Kuti-Weisskopf model a many-parton recombination model for production of hadrons with small transverse momenta in the fragmentation region of the initial hadrons is suggested. It is shown that for the values of the Feynman variable x close to unity the inclusive hadron spectra have the form (1-x)/sup b/, where the exponent b is determined by the number m' of valence quarks shared by the initial and final hadrons and by the probability W for the sea parton of the initial hadron to belong to the sea of the final hadron. Comparison of the expression obtained for the exponent b with the available experimental data shows that the probability W depends on m' in a definite way. The W 0 limit of the model is given by the earlier few-parton (two- and three-parton) recombination models while in the case W = m'/m (where m is the number of valence quarks in the initial hadron) for a number of processes the predictions of our model practically coincide with the predictions of the additive constituent-quark model. The model can be applied to determination of the inclusive spectra of arbitrary fragmentation processes h h1h2...h/sub N/ provided the structure functions of the initial and detected hadrons are known.
