The present conference assesses the market for small satellites (SS); the role of SS in national defense; NASA's initial flight missions in the Small Explorer program; the Mini Metsat, a small advanced technology weather system; measurements of surface reactions in the space environment; monitoring the ocean with Navy radar altimeter lightsats; buses such as Spinsat and Microsat; and power and attitude control for SS including the Alexis, Amsat, LIPS III, and Tubsat satellites. SS communications concepts are discussed such as the development of the Naval Postgraduate School Solid State Data Recorder Project, vibration testing for SS, a low-cost concept for a scientific SS allowing remote-access observatories in low earth orbit, electric propulsion for SS, and use of SS for low-cost planetary missions and inner-solar-system exploration.
