Celanese junks coal-shift, blames soaring rail cost

Increased coal transport costs have led the Celanese Chemical Co. to drop plans for converting three Texas plants to coal and to advise the Interstate Commerce Commission (ICC) that a national goal of large-scale coal conversion may not be possible unless ICC policies in western coal rate cases are changed. A long-time user of rail transport, Celanese was unable to negotiate with the western carriers and has cancelled its plans even for the plants where conversion is well underway. Western railroads are accused of abusing their pricing freedoms, but the ICC is focusing its attention on how rail freight rates are decided and on the preparation of guidelines.
