The Low-Level Radioactive Waste Policy Act Amendments of 1985 (S. 1517) amend the 1980 law by revising the guidelines and procedures for establishing and using regional disposal facilities. The federal government encourages the states to form regional compacts to handle the wastes within their borders on a cooperative basis, with financial and technical assistance available from the federal government. The Energy Secretary is responsible for reporting the status of disposal siting and waste management to the Congress. The bill defines the limits on availability of facilities to states which are not members of a compact, and describes the surcharges available under the compact agreement.
