Closeout of IE Bulletin 79-07: seismic stress analysis of safety-related piping

Technical Report ·
OSTI ID:6313831
IE Information Notice 79-06 was issued March 23, 1979 to alert utility personnel that a certain computer program known to have been used for seismic stress analysis of piping at five facilities had been found to provide nonconservative results because of algebraic summation of loads. After further review of the problem by NRC, IE Bulletin 79-07 was issued April 14, 1979 to all licensees and permit holders in order to identify and reevaluate all safety-related piping systems which had been analyzed with a computer program that used algebraic summation. Reevaluation was required to include estimating the interim capability of the facility to withstand a seismic event, consideration of as-builts and planning and scheduling reanalyses. Evaluation of utility responses and NRC documents shows that the bulletin can be closed out for 111 (90%) of the 124 current facilities on the basis of specific criteria. Followup items for the remaining 13 facilities are proposed for use by NRC/IE. A final check of licensees' actions will be made per later IE Bulletin 79-14 on seismic analyses for as-built safety-related piping systems.
