Supreme Court opens door to more state revenues from mined resources

State taxes on mineral extraction remain under the control of state legislatures, but the problems inherent in implementing, ad valorem taxes have caused a shift to production, or severance, taxes which are more readily valued. Commonwealth Edison's latest cases illustrate how energy-rich states whose revenues are tied to resources have come into conflict with states importing those resources to fuel their industrial growth and meet the needs of their residents. Congress could later decide to put a ceiling on severance taxes if state abuse of the privilege becomes too politically unpopular. 41 references. (DCK)
