Accident report, safety recommendations and responses availability
The U.S. National Transportation Safety Board announces the availability of aircraft, pipeline, railroad, and marine safety recommendations to, and responses from, companies and federal agencies, including the U.S. Coast Guard (USCG). According to the USCG, operational regulations to reduce hydrocarbon emissions during certain atmospheric conditions are not only impractical and unenforceable but also unnecessary, since this problem is addressed in the ''International Safety Guide on Oil Tankers and Terminal (1978)''; there is no sufficient justification to require inert gas systems (IGS) on tank barges; data on the requirement for IGS on approx. 20,000 tank ships for 1974-77 will be reviewed; a regulatory project has begun on vent design/closed gaging; and work is in progress on a study entitled ''Experimental Evaluation of Screen-Type Flame Arresters With Fuel/Air Mixtures Under Atmospheric Flashback Conditions''.
