Environmentalists challenge viabiliy of (Occidental Petroleum Corp. 's) oil shale project in Colorado

Operations at retort No. 6 of Occidental's Logan Wash test facility were interrupted in September 1978 when a 50 ft thick roof section collapsed, because of blasting to fragment the shale for retorting. By early October, the retort had returned to full test status. Earlier, during the summer, Occidental had said that changes in the mining plan for the C-b oil shale tract would postpone production of 57,000 bbl/day to 1985 or 1986 instead of 1983. The principal change involved the substitution of horizontal in-situ retorts for the three face retorts planned. Three environmental groups obtained a memorandum by W. Voss, a vice president of Ashland Oil Inc., which stated that serious design errors were made in the No. 4 and No. 5 retort design. The Environmental Defense Fund, the Colorado Open Space Council, and Friends of the Earth released the memorandum to the public on June 16, 1977, and are seeking a court order to require Occidental and Ashland to prepare additional environmental studies on their development of Federal oil shale tract C-b in northwestern Colorado.
