The World Development Report 1981 - fourth in an annual series from the World Bank - concentrates on recent changes in the international economy and the impact of these changes on developing nations. Emphasizing recent experience, short-term prospects for development, and the implications for short-term national and international policy, the body of the Report reviews changes in the world economy over the past two decades. A shorter section examines the long term outlook, especially with respect to energy and food. Using a nation's relationship to oil as an analytic framework, the Report differentiates five groups of developing countries, each with its own set of problems and opportunities. Special attention is paid to recent economic performance and the policies that have either failed or succeeded in dealing with the shocks of the 1974-76 oil price increases. The Report also examines the growth prospects of these nations, the impact that the opening up of China has had on international trade, the relationship of the European centrally planned economies to developing nations, and the overall world trade performance in the international financial environment. The Report features full-color charts and boxed inserts that highlight special topics. A unique Annex of World Development indicators - more than fifty pages of the most up-to-date information available on developing nations - and an annotated bibliography enhance the text.
