In Part I the role of electricity pricing in national energy policy is examined, and the economic principles that should form the foundation for electricity rate structures are postulated. The salient features of traditional methods of pricing electricity in the United States, as well as proposals for reform, are described. Part II is devoted to a detailed examination of current practice of cost analysis and rate design in England and Wales, Finland, France, Norway, Sweden, and West Germany. Succeeding chapters contain a quantitative investigation of how effective peak-load pricing is in shifting the electrical usage of industrial and residential customers, and an assessment is given of the changes in system load and capacity needed.
