Conventional pollutant list; notice denying the addition of ammonia and sulfide

The EPA has denied a petition by the American Iron and Steel Institute to add ammonia and sulfide to the list of conventional pollutants, on the grounds that ammonia and sulfide have not traditionally been the primary focus of wastewater control, even if they are oxygen-demanding, naturally occurring, and biodegradable. Pollutants that are traditionally the primary foci of wastewater control are those that are intended to be removed by conventional primary and secondary treatments at publicly owned treatment works.
