An electrode is made comprising a porous backing sheet, and attached thereto a catalytically active layer having an electrolyte permeable side and a backing layer contacting side, where the active layer comprises a homogeneous mixture of active hydrophobic and hydrophilic agglomerates with catalyst disposed equally throughtout the active layer, and where the agglomerate size increases from the electrolyte permeable side to the backing sheet contacting side.
