Earthquake prediction: the scientist's responsibilities and public response

The sociological and psychological aspects of earthquake prediction are discussed along with the responsibilities of scientists involved in earthquake prediction to the public. The purpose of foreknowledge of impending risks is to permit the mitigation and prevention of physical or economic hardships resulting from existing or predicted conditions. Any scientist who believes that such foreknowledge is available has a responsibility to share that information with the scientific community. If it is validated, the information should be passed to the political bodies for dissemination to the community at large. The alternative to notification is to accept the consequences of withholding a valid prediction and suffer legal or mental penalties for results of failing to warn. (JMT)
