Establishing firm transmission rights using a rates system path model

Congress` goal of a more flexible, accessible bulk power transmission system available to all suppliers on a reasonable basis can be met, at least within some reliability group areas, with an extension of current practice. Problems such as loop flow, raised by utilities in other areas, need not be a problem if proper planning protocols are observed.
