Security in the Persian Gulf

Iran's perceived role as guardian of the Persian Gulf has changed since the revolution, and the affected states are looking to the U.S. and Saudi Arabia to make larger military and economic commitments. The advantages and disadvantages of increased commitment are examined and a partnership of Persian Gulf States and the Organization of Economic Cooperation and Development (OECD) countries is proposed. The partnership would encourage local initiatives to meet security needs and the U.S. could avoid becoming a near-monopoly arms supplier. Such a partnership would limit military supplies and facilities in the Middle East and would limit intervention in local affairs.
