EPA develops ground water protection approach

On July 7, 1992, the US Environmental Protection Agency (EPA) released the Draft Comprehensive State Ground Water Protection Program Guidance, which establishes a program development process for states and EPA to use in jointly developing Comprehensive State Ground Water Protection Programs (CSGWPPs). CSGWPPs are the centerpiece of EPA's new ground water protection strategy for the 1990s. While CSGWPPs are not mandated by federal law, EPA hopes to receive broad voluntary participation from the states in order to ensure a more coherent and comprehensive approach to protecting the nation's ground water resources. The draft guidance identifies several benefits of the new approach, including: CSGWPPs will enable better coordination of current federal, state, tribal, and local ground water-related programs and activities, resulting in more effective, consistent ground water protection; because of increased coordination, CSGWPPs will help enable better allocation of limited resources to the highest priority activities, even within the statutory constraints of federal hazardous waste, pesticide, and solid waste laws; once EPA endorses a CSGWPP, the agency will seek to provide more consistent deference to state priorities when carrying out federal ground water-related laws.
