Offshore leasing - alternative bidding systems are working

Alternative systems to lease offshore lands for oil and gas development are designed to reduce the amount of up-front money required by companies to obtain and offshore lease, in return for a greater share of the revenues from any follow-on production. By reducing up-front money, the alternative systems are supposed to increase participation an competition in offshore lease sales. GAO found that initial effects paralleled or improved the results of the traditional system.
